I have a member that I keep asking to resend his join request, but he says his user cp says he's in the chapter, but I'm not seeing him on the roster. Is this a glitch? Also, how do I discharge members, do I have to submit a ticket?

It's been fixed. What would have happened is he applied to join multiple factions, and it can only make 1 faction primary. He was removed from the "other faction" which made his primary group "Member" and not "Salamanders" resulting in not being on the Roster.
Basically his derp in applying or transferring glitched it.
