With these new paints to you still have to water down? And is a Dry brush coat... where you rub almost all the paint away from the brush. Still needed for highlites?

1. You don't need to water them down a lot. You just need to add a little, so that the paint isn't so thick. Shoot for a consistency similar to milk.
2. To dry brush, take your brush, dip in in paint, and wipe it across a towel or similar surface until there is the paint is dry on the brush and hardly makes marks on the towel or surface. You can then brush the paint on the model.
However for Space Marines, layering and/or edge highlights tend to look a bit better than drybrushing, which is suited to rough surfaces, rather than the smooth surface of power armor.
