There are restrictions on the controllers. Someone posted earlier you can shoot 6 melta blasts at once... that's not correct.
If you open up an Xbox controller it has many solder points where wires are "attached" to the controllers mother board if you will. By adding one additional wire connecting two certain solder points and introduce a trigger, button, or switch mechanism you turn guns that shoot as fast as the trigger pulls into automatics by holder the trigger.
This does not work well with all weapons but it helps all plasma weapons. The plasma pistol turns auto, the plasma rifle turns auto, and the plasma cannon fires as soon as it is allowed. This "Modification" does not allow additional rounds to come out of a single trigger pull.
Think of the Stlaker Bolter - Burst fire allows 2 rounds to come out almost simultaneously with one pull. The modified controllers do not make that happen... they only turn trigger pull based guns into automatics.
As for comparing it to cheating, i agree completely. It is modified Xbox equipment and is a reportable offense. If you don't believe me, tell your friends to file a report on you for "tampering" and talk to Xbox customer support when you are suspended.
