I'm wanting to start a guard army and I am fairly new to this so any advice on were I should start?
also any cheap paint I can buy too would be helpful.

Pilot has managed to build a sizable and effective Ork army by buying off eBay and not spending more than half the retail price.
You can strip the paint off second hand models with ease, effectively resetting them to new. The only issue is you have to paint them in an assembled form.

Well, so far due to a combination of ebay and bitz swap, I've picked up 2 grand of orks for about $350 dollars. My buddy has picked up about $800 bucks of guard for about $220. Ive been looking pretty hard and siezing up deals. If you want, I could look for additional deals for you and let you know if anything pops up for guard.
The main thing working to your advantage is that right now quite a few people are getting out of the hobby due to the increased prices and GW going full head up ass mode. So right now is a great time to pick up an army on the cheap. I picked mine up for roughtly 18% of retail. Good luck!

I think a better way to describe is that they already had their heads well up their asses except now they seem to be trying to cram the edges and empty spaces with as much loose change and credit cards as possible.

Ebay buy an army of someone getting out of the Hobby. The way things are going GW is just going to make the game more and more expensive.
