Depends on the forum, for example Spaca Marine Honour Guard forums are obvious to get recruits off. It's a dead site with no mods or admins anyway. The PS3 communities frequently scavenge the occasional wanderer to become a recruit and take them to one of their countless enjin sites (seriously, dozens of web sites all made to supposedly do the same thing).
I've been browsing the Borderlands 2 forum myself before I start recruiting off of there.
But you need to be careful, for example don't post a direct link to Gothic Wars or mods of that site will likely get annoyed, if I was you recruit people, then PM them with a link here.
